Due to the Intifada it has become increasingly difficult to persuade Israelis to move into this settlement. Generally, the settlers are new immigrants to Israel, mainly Russians, and these settlements are Israel's way of making claim to the land. The fact that the land in question has been owned, lived upon and farmed by generations of Palestinians means nothing to them.
